Well, the Japanese translation of Les Mis makes Javert into a slightly different character than he is in the English original. Also, I think there's a Japanese cultural thing involved where the Japanese Javert relishes in the idea of risking his life to push through his convictions.

Unfortunately, the part is written for either a bass-baritone or dramatic baritone. A lyric bass could be passable, but definitely not a tenor. Javert is a figure of power and authority, and kind of a negative hero as well. There is no way a tenor can sing that, sorry. It makes the performance unconvincing.
